PHILADELPHIA (CBS) – Firefighters have cleared an elementary school in Northeast Philadelphia after a noxious odor was detected inside the school early Thursday morning. As a precaution, students were evacuated and taken to a nearby school.

The incident happened at the James J. Sullivan Elementary School in the 5300 block of Ditman Street in the city’s Frankford section.

According to school officials, the building was evacuated after the detection of an unknown and noxious odor.

As a precaution, approximately 600 students were evacuated and taken to the Warren G. Harding Middle School on Wakeling Street. Students were later sent home for the day.

Nobody was sickened by the odor because students and staff were not allowed into the structure after a school employee discovered the problem before classes began.

Members of the fire department’s hazardous materials team wearing protective suits went into the school and took air samples. But they detected no harmful substance and they were unable to find the source.

The incident remains under investigation.

By Tony Hanson, Dray Clark, Steve Beck and Dianna Rocco

PHILADELPHIA (CBS) – Investigators believe a Philadelphia woman killed her twin babies and attempted to kill her young daughter and then herself because she thought the children’s father was having an affair with a family member.

Authorities charged Stacey Smalls, 41, with two counts of 1st degree murder Friday afternoon for the deaths of her 18-month-old twins, a boy and a girl. Police believe Smalls strangled the one twin and drowned the other. Authorities are awaiting autopsy results for the official cause of death.

The horrific discovery was made Thursday afternoon inside a home in the 6300 block of Ditman Street in the city’s Tacony section.

In addition, police say she gave her four-year-old daughter some type of substance to drink in a suspected attempt to take her life.

The four-year-old was taken to St. Christopher’s Hospital for Children where she is listed in stable but guarded condition.

Police say Smalls, who neighbors say worked as a nurse at an area hospital, then attempted to take her own life by cutting her wrists. She remains in the hospital.

Police sources say Smalls left a note at the home addressed to the children’s father letting him know that she did what she is accused of doing because she learned that he was allegedly having an affair with a family member. Police say the father is the one who made the discovery and called 911.

Police questioned him earlier Friday. The father has asked for his privacy as a memorial to the children grows outside the house. Friends and coworkers have stopped by to show support.

Philadelphia homicide detectives are investigating.

Each of the incidents involved girls walking home from Harding Junior High School between 3 p.m. and 5:30 p.m.

The first incident occurred Monday, November 5th at about 5:30 p.m. near Torresdale Avenue and Van Kirk Street. Authorities say a man described as white, between the ages of 40 and 50 years old, with a white beard, tried to grab a 13-year-old girl by her shirt near an alleyway.

Officials Investigating String Of Suspicious Car Fires In Tacony

PHILADELPHIA (CBS) – Philadelphia Fire Department officials are investigating three car fires overnight, all happening within a few blocks of each other in the Tacony section of the city.

Officials say crews were called on a report of a car fire that spread to a home on the 6300 block of Ditman Street just before 2:30 a.m.

Firefighters say there were two vehicles on fire at that location, one of them being an SUV. Flames from that fire scorched the house behind it slightly. The fire happened right under a bedroom window while the family, including and eight-year-old girl, was asleep inside, but everyone made it out of the house safely.

Neighbors alerted the family at the home to get out before fire crews arrived and put the blaze out in about 20 minutes. Neighbors are relieved this fire didn’t spread as quickly as it could have:

“My concern was everybody has a propane tank, so I didn’t know if maybe like the propane tank was going to explode or anything, and we all have kids here. My concern was just the kids and other houses catching on fire as well.”

The Fire Marshal is also investigating another car fire — just about two blocks away at Torresdale Avenue and Robbins Street — using arson-sniffing dogs.

No injuries were reported as a result of any of the fires and there was no serious damage to any of the homes in the neighborhood.

The investigation into all the fires is ongoing.
